INTRODUCTION

IN THE BEGINNING … We The People created the governing document for the greatest country in the history of the world. In this document, We The People are the sovereign, and through this document We The People gave permission to the newly formed government to govern in accordance with the terms of the document. By this document, according to one of the most venerable founding fathers, Dr. Benjamin Franklin, We The People gave to this country a government in the form of a democratic Republic and added: “if we could keep it.”

Friends, fellow patriots, “family members” of We The People in 2022, our country needs for us to step forward at this time and to do what is necessary to keep this Republic. We all know that the “document” of which we speak is the U. S. Constitution. In the presidential election of 2020, on November 3, and into the beginning hours of November 4, our Constitution came under attack by enemies, both foreign and domestic. It came in a form of inducing fraud into the sacred election process, which is set out in the Constitution, for the election of our highest office, the President of the United States.

This topic, election integrity, is not addressed in terms of Democrats or Republicans, nor in terms of Liberals and Conservatives. This needs to be addressed in terms of “enemies, both foreign and domestic.” Election integrity is not a partisan issue; it is an issue of whether or not We The People support and uphold our Constitution. If you, the reader, do support and uphold our Constitution, then, at worst there might have a difference of opinion of how to accomplish our goals; that might make us opponents, but not enemies. However, if you, the reader, do not support our Constitution, then an adversarial situation arises. If you, in good faith, desire to change or revise the Constitution, then an adversarial situation need not arise - the Constitution contemplates this need and addresses it in Article V. This is just one of the many places the wisdom of the founding fathers shines through. Overall, the U. S. Constitution is a shining example to the entire world of best-conceived and best-written self-governing document in the history of mankind.

Our founding fathers provided within the document the requirement for the elected President, the elected members of Congress and for the appointed justices of our Supreme Court all to swear an oath to us, We The People, before taking office. The oath for each member of three (3) branches of government may differ slightly from either of the other two, but without room for misunderstanding, all three oaths require the one taking the oath to support and defend the Constitution. All three branches of our government failed to uphold their individual oath in overseeing and administering the 2020 presidential election. It is imperative that measures be taken to minimize the chances of that happening again.

Without debating the reason(s) for this this fraud upon We The People has destroyed, or at the very least, severely damaged the confidence We The People have in our exemplary election system. The purpose undertaken herein, and outlined in this publication, is the restoration of that confidence.

 

I.  THE CONSTITUTION

 

With a goal of restoring the confidence of We The People in our election process, the parts of the U. S. Constitution which address our election process need to be identified and understood.

Most importantly, to ensure survival of the Republic, the Constitution provided the structure for the Electoral College, the process by which our President and Vice President are elected. Without going into the details of it here, it is important in the task of restoring confidence, that all members of We The People understand why the Electoral College process is so important and should be guarded, jealously and vigorously. Article II, Section 1, and as amended by the XIIth  Amendment, sets out the procedures for the Electoral College.

Article I, Sections 4 and 5, sets forth the manner in which the Senators and Representatives shall be elected, allocating to the respective states the times, places and manner of holding said elections.

Article V sets forth the process by which the Constitution may be amended and, simply stated, it may be amended only by a vote of We The People.

Good references to review in seeking the original purpose and meanings of our founding fathers can be found in two publications entitled “The Federalist Papers” and “The Anti-Federalists Papers.”

It needs to always be remembered that the Constitution is the document of We The People, and only We The People can alter or change it by following the dictates of Article V. Neither the legislature, the executive branch nor the judiciary has that power.

II. IT IS ALREADY A REALITY

 

The devastating destruction to our Constitutional electoral system is not some hypothetical disaster that might happen, it occurred first in Florida with Bush and Gore, which lead to the “Carter Baker Voter Study”[1] calling on states to:

(1) increase voter ID requirements

(2) be leery of mail-in voting

(3) halt ballot harvesting

(4) maintain voter lists, in part to ensure dead people are promptly removed from them

(5) allow election observers to monitor ballot counting

(6) and make sure voting machines are working properly

Ignoring the past led to what happened in the election of November 3, 2020, and its aftermath - evidencing the vulnerability of our current electoral process. Enemies, both foreign and domestic engineered a coup that wrested from the duly-elected President the victory that should have been his. This was accomplished by employing just about every fraudulent method available which will be addressed and explored in this manual.

An accompanying transgression that also must be addressed is that the majority of our elected officials, who were in a position in their elected or appointed offices, chose to do nothing about this massive attack on this Republic and the U. S. Constitution. So, in addition to tightening up our electoral process so that this massive fraud cannot be perpetrated again, We The People have a massive housekeeping chore of cleaning out all of the traitors in positions of elected office. This can only be done at the grass roots level, one representative and one senator at a time. Inherently, it is beyond the norm to seek to unseat an incumbent; but, the need exists requiring the removal of the cancer that is killing our Republic.

The potential need to remove incumbents was recognized by George Washington when he made the sage observation: “The power of the Constitution will always be in the people. It is entrusted for certain defined purposes, and for a certain limited period, to representatives of their own choosing; and whenever it is executed contrary to their interest, or not agreeable to their wishes, their servants can and undoubtedly will be recalled.”

In the final analysis, the election turned on the results in 5 states: Georgia, Michigan, Pennsylvania, Arizona, and Ohio. The study of what happened as well as states across the nation, can reveal what happened, how it happened and, in some instances, who caused it to happen.

It is a difficult situation to reconcile that leaders of this Nation did nothing to keep this from happening and did nothing to correct it. However, these events must never be forgotten, must always be held in the face of the traitors who perpetrated this fraud on our Republic, our Constitution and We The People, and must always be used as a guide in insuring that it never happens again.

III. ELECTION INTEGRITY

Regarding restoring confidence, first and foremost to be addressed are election integrity and voter integrity. Voter integrity may well be a subdivision of election integrity, but those two (2) issues are of such importance that they will be addressed separately herein.

First, in speaking of election integrity, there are several components to be addressed. Each jurisdiction (voting district) will need to examine its own respective circumstances and decide which issues need attention. The following list, while maybe somewhat exhaustive, is not intended to in any way limit the correction needed in the current election process to ensure for all the people, regardless of political affiliation, a fair, impartial election with each citizen, and only each citizen, getting one, and only one, vote.

Various potential issues for your jurisdiction include:

  1. The need for “one election day” - certainly, the concept of early voting has worked well, but the idea of extending voting privileges past “the election day” has not. Ideally, there will be bills passed that with the support of We The People can resolve this issue

  2. Mail in voting – the potential for fraud in mail in voting is enormous

  3. Strict requirements for absentee voting

  4. Strict requirements for Voter ID

  5. Verification of citizenship

  6. Universal signature matching, i.e. signature required to match most recent signature on file

  7. Chain-of-custody protection for every ballot

  8. Restriction of mass mailing of “vote-by-mail” ballots, if this practice is not eliminated

  9. Require verification, as if voting in person, for requests for mail-in-ballots, if this practice is not eliminated

  10. Eliminate ballot harvesting

Two universal and basic principles that MUST be provided and applied, both of which are addressed in our Constitution:

  1. Rule of Law – this is the backbone of our Republic. It does not matter how many laws/regulations exist, if they are not enforced across the board, applied equally to all, then the Republic is lost. It is imperative that law enforcement enforce what laws we have on the books pertaining to elections, that offenders are prosecuted and, above all, the Constitution is observed.

  2. Freedom of Speech – Of course, our 1st Amendment right is a major part of what makes America great. The attack on this right we have experienced must be thwarted.

IV. VOTER INTEGRITY

As already mentioned, there is overlap between Election integrity and Voter integrity, but the subject is so important it merits a focus on both concepts. The issues regarding voter integrity must include:

  1. Perhaps one of the first chores toward restoring confidence is sanitizing our voter rolls. The importance of this chore cannot be over emphasized and will always be an ongoing effort

  2. Elimination of multiple voting

  3. Require Voter ID. It is hard to reconcile the fact that this is not a strong bipartisan issue. The very integrity of our Republic and our Constitutional process for elections depends upon only those qualified to vote actually do vote. It should just be axiomatic that a potential voter is required to produce proof of their qualification to vote.

VI. GENERAL INFORMATION SOURCES

A major issue with which We The People deal with daily is the reliability of the media. Everyone is sure to have their own “go-to” sources, and also ones that they distrust. Hopefully, the goal for everyone is to find actual news sources that speak the truth, without an agenda or opinion; or, if opinion is to be given, it is stated as such.

It is just as important to be able to find sources of opinion of those in whom we trust with regard to their integrity and judgment.

Everyone knows how to find the mainstream media if that suits them. For those who are looking for different sources, the following is a listing of conservative sources that may not be so familiar or readily found.

X. PENDING LEGISLATION

It will be important to identify and disseminate information on all pending legislation dealing with election and/or voter fraud, and to let the State and U. S. Representatives know on an ongoing basis which legislation we want them to support and those bills to which we want them to oppose. Focus will need to be on both State and National legislation. For a summation of pending legislation at this time at both levels, please refer to Appendix B at the end of this manual.

If a newsletter is employed as suggested in Section XII, then that would be the prefect “vehicle” to utilize in keeping people current on the progress, or lack thereof, regarding ongoing legislative action.

XI. DEMOCRAT PLANS

1. Bills they have filed:

a.  Federal H.R. -1; For The People Act; 117th Congress; unfortunately, the passage of this Bill would bring into reality the fraudulent activity we are trying to eliminate in our election process. This Bill has already passed the House and will require a successful filibuster effort in the Senate to keep it from becoming law. This would virtually destroy our present system of electing our President and other federal offices.

XII. NEWS BLOG

It is going to take the interest and involvement of We The People to achieve the task at hand. As usual, the bulk of the work is done by a few, but if part of that work is the effective dissemination of information and the work that is being done, then that can bring in more people at the same time as giving them good information to help them cast as educated vote. The following are some items to consider in putting together a newsletter;

XIII.   SUBCOMMITTEES

Subcommittees should be formed to distribute work to be done in a manner that provides the most useful product and greatest efficiency. Suggested subcommittees could be (2 and 3 might be combined and 4 and 5 might be combined):

  3. Communications

  4. Pending litigation

  5. Democrat Plans

  6. New Blog

 

XIV.  CONCLUSION

It is the common fate of the indolent to see their rights become a prey to the active. The condition upon which God hath given liberty to man is eternal vigilance, which condition if he break, servitude is at once the consequence of his crime and the punishment of his guilt. ⁓ John Philpot Curran, Irish politician, in a speech on Right of Election, 1790

The foregoing quote is the root, such as it can be found, to the common quote we hear often attributed to Thomas Jefferson and others: “The price of freedom is eternal vigilance.” While no specific origin can confirm Thomas Jefferson’s usage, nonetheless, history has proved the sentiment to be almost axiomatic.

The fact that you, the reader, have read this far into this manual is almost certain proof that you are not among the “indolent,” and that you are even at this very moment exercising your duty of vigilance in seeking to protect and preserve yours and your fellow countryman’s freedom. And history does seem to prove to us over and again, up to and including the recent history of November 3, 2020:  any relaxation of vigilance on the part of the free will immediately be pounced upon by the evil found to be so active in this world and, unfortunately, even in this country, each of the states and down to our counties where so much of our electoral system plays out every two and four years.

This manual was created as a guide to groups beginning at the county level to use in trying to achieve the level of integrity in the voting process that is not only desired, but is necessary to maintain our Republic, and our freedom. It should not be hard to agree that without such integrity in the process by which candidates are elected, then tyranny will prevail, and freedoms now enjoyed by We The People will rapidly diminish.

In some ways, it is really that simple – the option is freedom versus tyranny. When the selection is freedom, the work is never done.  This manual is designed as an aid to all who cherish freedom.
